It used to be that you downloaded the plug-in and dropped it into
eclipse/plugins. If you do it that way, the correct subfolder is now
eclipse/dropins. It's been a long time since we did it that way, but it
should work. If your exact plug-in isn't made available for download,
that's another matter, but I think generally that all or most should be
downloadable.
