For instance, in MyEclipse Tomcat will be restarted only if it has
structual changes (new method or field or something), not if the code in a
method was changed.

This issue made me decide to go back to MyEclipse. Otherwise I like WTP as
it is light, and compiles jsp-s very fast.

On the server view, double click on your Tomcat server, then click on the modules tab. Edit your web module and uncheck Auto Reloading Enabled.
