I think the behavior of IE is correct (Firefox behaves the same). Chrome
page scrolling is not desired and you could open a bug about it. There
is already a similar bug opened:

To scroll such a big list you could use mouse wheel when hovering the
list. BTW if you have so many items in the Combo you could give the
incubator DropDown widget a try . It provides a list with sugestions
when you start typing into the text field.
