Maybe because it installs like any other Eclipse plugin ? I mean :
a) extract directly to Eclipse installation folder.
b) extract to your extension folder.

Why should they provide this file ? Maybe i'm too naive, but it's too hard
to create a 3 line file with content like this :
id=my.plugins.directory
name=My plugins
version=1.0.0

WTP 0.7 was on update sites. But there was a notice on WTP page that you
should install it to default location.

I have no windows, so i can't say anything about this issue.

It works for many many people, so problem is with your machine :-).

It's detailed in the FAQ, however the Update Manager site will not
be updated for 1.0 until early January.

The .eclipseextension file is only needed if you wish to install WTP
to a location outside of your Eclipse install. Most users won't
need it.

Can you be more elaborate about the failures you saw?
