The first one is not a view per se, but decorations on an editor. To
enable it, right-click inside the editor from an open file managed by
git and then Team > Show Annotations. It should create a colored band
on the left of the editor. Right-click on it and go in the "Revisions"
sub-menu for more options. Enable "Show author" to get the same thing as
your screenshot.

The second one is simply the History view: Team > Show History.
