Should VCS path ignores actually work? Do they work for people?

This bugzilla entry suggests that they should, however this discussion:

stackoverflow[dot]com/questions/1103730/clearcase-and-eclipse-how-to-hide-ignore-files

and my own experiences (at least with Helios) indicate otherwise. I'm working with ClearCase remote client plugin.
