Is there a way of import/install packages stored locally?
I would like to "Install New Software" from the zip file stored on the
drive rather than the internet because the Install New Software feature
does not appear to be working.

When I try adding packages via the Help> Install New Software,
everything fails to install due to 1 thing or anther.

The Updates function seems to be working OK though.

Please advise.

I was advised not just to unzip everything into the Eclipse directory,
but it appears that maybe that is the only way I can add new software.
If I did do that then I would always keep the files with the latest date.

Let me clarify: Is there a way to install files locally as a zip file.
Eclipse appears to expect a JAR file when Installing Software from a file.
Please advise.

I dawned on my last night: I mean an Eclipse package not a Java package.

I discovered/stumbled-across the solution (pasted below for others).

I think it might be a good idea to put some references to the FAQs on
the Eclipse web pages and in the online/offline help.
My 2 cents, Tracey

I don't want multiple Eclipse installations. How do I merge those
packages into one?
(See the solution for There is no package for the platform I'm on. What
can I do?.)

There is no package for the platform I'm on. What can I do?
If you are using the Indigo release (Eclipse 3.7.x):
1. Help > Install New Software...
2. Select Indigo - http://download.eclipse.org/releases/indigo from
the dropdown combo box.
3. Uncheck 'Group items by category'.
4. Then type 'epp' into the text field filter to find the package
you wish to add to your existing Eclipse installation.
If you are using the Helios release (Eclipse 3.6.x):
1. Help > Install New Software...
2. Select Helios - http://download.eclipse.org/releases/helios from
the dropdown combo box.
3. Uncheck 'Group items by category'.
4. Then type 'epp' into the text field filter to find the package
you wish to add to your existing Eclipse installation.
If you are using the Galileo release (Eclipse 3.5.x), see here and here
about how to "create" your own package.
Yoxos OnDemand is a free service for building a custom package.
