I have used Eclipse off an on since 2008, so I am familiar with the basics of the tool. I have done a little programming over the past few years, but need to start using Eclipse for web development. I was considering purchasing this book. Because it was published back in 2007, I was wondering how difficult it might be to use with the newer versions of the tools.

A lot has changed in terms of how to use Eclipse since then, not
fundamentally, but practically.
You'd do better, in my opinion, to head on over to vogella.de and run
through Lars' web programming tutorials.
