What versions of EMF, GEF, and VE did you use? Also you don't unzip into
the "eclipse" folder. You unzip only level up because the zip files
already contain "eclipse" as the root folder.
Plus if you are trying to install VE onto Eclipse 3.1, it is better to
use the update manager than to do unzips. That way all of the prereqs
will be taken care of correctly. However, if you do install using the
update manager, add
http://update.eclipse.org/tools/ve/updates/1.0/
As a discovery udpate site. That way you will the latest released VE
that works on Eclipse 3.1.

I found out that when I use VE with Eclipse Modeling Framework (EMF)
Version: 2.1.1 the VE doesn't work. So I disabled the version 2.1.1 and I
changed by 2.1.0 and the VE starts to work.
However, now I cannot drop a shell from the palette to the editor. Nothing
happens. I was not able to pass from this point....
