BIRT Installation Error [message #815542]

I am running Houdini ESQ for legal practice management. They use BIRT Report Design for report generation. They sent me to this Eclipse link to download BIRT:

http: //www.eclipse.org/ downloads/ download.php?file=/ birt/ downloads/drops/R-R1-2_6_1-201009171723/birt-rcp-report-designer-2_6_1.zip

I downloaded the zip file, and attempted to run BIRT.exe, but I get this error:

"The BIRT executable launcher was unable to locate its companion shared library"

Any thoughts on what I'm doing wrong?
