But I do not see a Dec 7th 2006 release on the ATL download page.

I'm also wondering if the TCS code is going to be made available any time
soon? I'm starting a project and would prefer to use it over xtext, if
possible.

yes I agree. It would be good that ATL team put on site a new version of
ATL binary with ATL 2006 compiler and TCS (if it is prepared for release).
