Is it possible to fix the palette items so that I can not accidently rearrange the icons?

Background:

From the Android Development Tools I'm used to press and hold the UI components. In SWT Designer I re-arrange the icons.

If fixing is not possible can I reset the icons their initial order?

You can restore the palette using the "Restore default palette" command...
