I have the Eclipse-Jee-Indigo-M4-win32 build.
On initial Tomcat 7 instance creation,I was successful to do so.
Later I changed the eclipse directory location,as such tried to remove the Server instance and reconfigure it from start.
I was unable to add a new Tomcat 7 instance,while all other were not grayed out,for Tomcat 7 the "Next " button was grayed out.
Later when I changed the location back to original location, the instance creation worked seamlessly. Is this a bug or the Directory Location in important and relative in all eclipse modules?

Maybe I'm wrong about what you expect from Eclipse but I think this is only because you believe that you can install Tomcat 7 as easily as Tomcat 6. For Tomcat 6, you can configure it without already having it locally. You just have to click on the button "Download and Install..." whereas this is not possible with Tomcat 7. You can't download it with the Eclipse wizard, you have to first download it manually, install it in a directory and then you can reference it from Eclipse. This is true for Helios then I guess it has not changed for Indigo.
