Is Babel capable of handling property files that are not in source control? Sapphire uses build-time string externalization, so property files are present in the binary build, but not in the source control system.

Yes, Babel can take a URL to a p2 repository and extract the .properties files in from the jars repo.

Please tell me more about that? UOMo has existing .properties files mainly
in the Git repository, but they also are included in the bundles now part of
an Update site.
Furthermore some have already been translated earlier, e.g. translations
contributed from our JSR RI attempt, or those native speakers like myself
provided.

Can those be imported into Babel, too?
