There are a lot of improvements to WTP deployment in 0.12, available at
http://q4e.googlecode.com/svn/trunk/updatesite-dev/
If you still have issues with that build, please let us know what
appserver and version are you using, and what issues do you have.
I have used it successfully with jetty, tomcat, jboss and websphere,
having overlayed wars, EARs,...

I still can't seem to install the developer version:
