I'm not sure what you mean by product, as that has a very specific
meaning in the Eclipse world. If you mean the JSDT project itself,
scrolling down on the download page should let you download just that.
If you don't plan to work inside of web pages, the Eclipse Platform is
all that's required. If you mean the Helios package, that will take a
little longer as each of its parts are finalized, in which case you
would have to download the individual requirements for the parts of WTP
you are planning to use.
As for the support itself, as the announcement said, it's within the
"source editing" project, meaning the HTML editor and validator. JSDT
doesn't yet have updated DOM stubs in either HEAD or maintenance, so
direct references to new types (e.g. HTMLCanvasElement) and new
properties in JavaScript source aren't available and will still be
flagged as unknown.

It very seldom hurts to open a bug or feature request. As long as you
are polite :) and understand there is no guarantee. It is in our plan to
provide a separate download for it ... but it was last year too ...
other things seemed to sneak in with a higher priority. So, your
comments and bugzillas effect those priorities.
But, even then, what we in WTP provide wouldn't quite be "download and
go". Those "products" you like so much are supplied by the EPP project.
I too wish they would provide more frequent builds, and recently asked
them about it on their mailing list:
http://dev.eclipse.org/mhonarc/lists/epp-dev/msg01221.html
So, you might open a bug there too? (EPP is under the Technology project
in bugzilla) just to let them know they are missed by the community and
there really would be people such as your self that would use and test
them.
