missing context menue items with actions [message #544601]

Following the tutorial at http://eclipsepluginsite.com/actions.html I added the org.eclipse.ui.actionSet extension. But my context menue under "New" just lists one single menue item "Generic" where the tutorial shows a menue item "actionSet" at this point.
What do I wrong?

I work with Eclipse 3.6 (Helios).
