some breakpoints in JSP/JS,like this:

They can't stop when debug.



This is the nomal breakpoints which can stop when debug:

Why the first kind of breakpoint appered?

I'm not sure what kind of breakpoints those are, but from your first picture (which only works in the web forum for me), it might be a client-side JavaScript breakpoint. Those would require a different kind of launch configuration than what appears to be a Java Application or Web Server.
