I installed some Java EE development tools and created a new "Dynamic
Web Project". There in the project, if I created a new "HTML Page" or
"JSP" and use a template, then the ${encoding} code in the template is
replaced with "ISO-8859-1", no matter what. I tried to set UTF-8 in the
projects Properties, the in the properties of the folder that contains
the web pages ("WebContent" by default), but it does not make a change.
As the encoding is present three times in the JSP template, changing it
manually each time is tedious.
What am I doing wrong ?

Yeah.
But there is also Preferences / General / Content Types / Text / HTML
which also has an encoding setting. Pretty confusing.
For the reference: I opened (and closed) bug 287422
