I have a client whose tabs are not being drawn... there are holes in the
program and can see right down to their desktop. This is for tabs on views,
editors, and even the tabs that make up a multi-page editor.

Just a shot in the dark, but...
By any chance does that user have his Windows GUI set to "classic" mode
where it looks like an old NT or Win95 UI? I've seen some very odd
behavior from SWT on XP when classic GUI mode is enabled.
I've heard of something like this in the past, but it should have been
fixed. Do you know what eclipse version is being used, and if it's old, can
3.5 be tried?
