I'm not sure it's the same plugin
(?org.eclipse.wst.ws.service.policy.ui?) but there's a bug open at
https://bugs.eclipse.org/bugs/show_bug.cgi?id=277198
which discusses some issues.
You might ask there and/or open a new bug.
There are, sometimes, unavoidable reasons to use startup.
I also agree with your implied suggestion that "consequences" of turning
off should be "documented" in that dialog, or Help, somehow.
You might open a bug on Eclipse Platform, for a coordinated way to get
those consequences documented. Perhaps another column in the dialog?
