I want to issue context help request as the user moves around on some UI
elements - so that the content of the help view changes.

However I do not want it to be activated, I'd want the current workbecnh
part where the user is clicking to remain the active one.

I am not using the IContext support as the parts are not selection
providers. I am sending displayhelp request from widget listeners.
