In Eclipse 3.2 our product had no problems starting up in a perspective
whose layout was fixed, and the welcome displayed maximized. Now since
3.3 it only displays docked in standby (and doesnt even't render
properly when it first shows but that's another story) when it comes up.
If the perspective is made non-fixed, the welcome loads maximized again.

Is this a regression bug, or a side effect of something new?

Are you using Eclipse 3.3 or Eclipse 3.3.1? There were some bugs fixed
in 3.3.1 regarding Welcome showing the standby page when it should have
been showing the root page and vice versa.

Are you using Eclipse 3.3 or Eclipse 3.3.1? There were some bugs fixed
