Most possibly, many of the eclipse developers use commercial UML tools for developement - but there are contributors which cannot afford those tools.
Several free UML community editions are available, but none uses the underlying eclipse frameworks fully.
I would expect such contribution from rational (or from any other vendor which uses the eclipse frameworks).
A project, Visual Modeler (similar to Visual Editor), which uses EMF, GEF, UML2, GMT and all those nice frameworks to showcase the full power of eclipse, with open source!
eclipse projects should use the tool to document their sources, plans etc., thus teams, contributors and users have a common Visual Communication method totally integrated with eclipse.
