Due to network restrictions, I am unable to install online through the update site

https://archive.eclipse.org/technology/babel/babel_language_packs/R0.20.0/2022-12/2022-12.php

I downloaded the ZIP I need from this URL

I installed it through the following steps, but it cannot be installed
"Help" -> "Install New Software..." ->Add... ->Add Repository ->Archive...

Cloud not find jar:file:/C:/Users/xxxxx/Desktop/jp/BabelLanguagePack-eclipse-ja_4.26.0.v20230220105658.zip!/

How should I use it

Myself, I tend to unzip each ZIP file into a separate folder and place all of them in the "eclipse/dropins" folder. The name for each separate folder doesn't matter.

It seems that not all zip files can be placed in dropins

After decompressing all Zips, place them in the dropins directory and open Eclipse. The run and search buttons in the toolbar have not been translated

At the beginning, after decompressing the files, I placed the contents of the plugins and features directories for each plugin into the plugins and features directories of Eclipse
But at this point, only the search and run buttons are translated, and even the initial dialogue for selecting a workspace is not translated

.. It seems that the installation methods for different zip files are different, but I'm not sure what to do

I'm afraid there's little help I can offer you. Let me try to point some issues which may be relevant in your case:

- Translations are incomplete. It's quite common to notice some untranslated strings.
- Not all languages are at the same level of completeness
- I'm afraid there are untranslatable plugins, probably missing proper i18n code
- Bebel diistributed files are not up to date with recent releases. For me, in Spanish, eclipse 2023-09 seems to be rather complete and usable, but 2023-12 offers a poor state.
- The "dropins" system may not be completely reliable. From time to time I've had to delete my ".eclipse" settings/cache folder to get it to to rebuild and show all translations.
- There may be errors with special chars that may crash the whole thing. Launch eclipse from your text text console and check output for errors.
- Sometimes I noticed that not all translations were available at once, on the first run. But they appeared after closing eclipse an running it again.
- I'm not sure with your message if you are uncompressing each Babel zip file in a separate subfolder inside dropins. It works for me this way and I feel it's easier this way to replace separate plugins.

I hope any of them may help you. The Babel project is quite blocked at these time and I have serious doubts about it's future. There's huge work done on it for many years and it would be a pity to watch it die...

After multiple attempts, I gave up on this idea
I had to download this plugin in a networked environment and copy and transfer the entire Eclipse
