I am getting the following errors while trying to install SVN plugin in Eclipse following this link:
https://download.eclipse.org/technology/subversive/4.8/release/4.8.0/

Errors:

With VPN Connected
Unable to read repository at https://download.eclipse.org/technology/subversive/4.8/release/4.8.0/content.xml.
Unable to read repository at https://download.eclipse.org/technology/subversive/4.8/release/4.8.0/content.xml.
Remote host closed connection during handshake

With VPN disconnected

Error when disconnected from VPN - Unable to read repository at https://download.eclipse.org/technology/subversive/4.8/release/4.8.0/content.xml.
Unable to read repository at https://download.eclipse.org/technology/subversive/4.8/release/4.8.0/content.xml.
Connection reset

Any help would be appreciated

Sorry, it works on my machine. Please make sure, you follow the official installation instructions.

In my mind, there is only a content.xml.xz (not content.xml):

https://download.eclipse.org/technology/subversive/4.8/release/4.8.0/content.xml.xz

This file should be downloadable from your browser, too.
