The ATF All-In-One zip files provide an Web Development environment that includes the base Eclipse Platform runtime, Web Standard Tools, and ATF. Eclipse features which are not needed for Web Development such has JDT, J2EE, etc. have been removed. The builds also contains the ATF dependencies such as XULRunner and JavaXPCOM. Just download the version of ATF for your platform, unzip/untar the build into a directory, cd in to the eclipse directory and run eclipse.
The ATF package zip file for WST provides functions that can be installed (unzipped) on top of an WST installation. See Prerequisites Section for downloading WST. This Zip file contains ATF dependencies such as XULRunner and JavaXPCOM

This ATF package provides an Archive Site zip file that can be used to install ATF using update manager.
ATF does not come shipped with an Ajax runtime (Dojo, Scriptaculous, etc.) These runtimes need to be manually download and configured using ATF preference page options. Almost any Ajax rumtime can be configured to be used in ATF. Instructions are available in the AJAX Toolkit Framework User Guide in the Eclipse Help.
