I trying to switch browsers for Help, so I changed Window -> Preferences
-> Help -> Custom Browser Command

I've tried:
"/usr/local/netscape/netscape" %u
"/usr/local/netscape/netscape-bin" %u
"/usr/local/netscape/netscape" %1
"/usr/local/netscape/netscape-bin" %1

but none of these work
What do I need to put there?

There was a bug in 2.1 - https://bugs.eclipse.org/bugs/show_bug.cgi?id=35673
, (mentioned in the readme). You need to remove quotes from the command, so
it looks like:
/usr/local/netscape/netscape %1
