To turn off the global validations go to
Windows->Preferences->Validation and click on the "DeSelect All".

If you have preferences defined per project basis, go to that project,
right click, select Properties->Validation and click on the "DeSelect All".

I Tried it. Every time I restart Eclipse, it overwrites the "validation"
preferences.

I would suggest to get the latest build, i was unable to reproduce the
scenario you mentioned.

I guess you are using web tooling project, in this case try with the
integration build of webtooling.
