the Generate...--->XML File... to generate an sample xml or a minimum xml
file.

I can use the cvs tool,but I do not know which project should I get in the
/cvsroot/eclipse.

You could look for the string you see on the menu label in the
plugin.properties of each of WTP's plugins. I wonder if Chris' Eclipse
Spy could be used to get the answer quickly:
