I have a brand new installation of eclipse luna on ubuntu 14 and all is working.
I have downloaded the babel package and extract it in the eclipse directory as suggested.
When I start eclipse with:
eclipse -nl it_IT


I cannot see the interface in italian language but still in english.

Have you tried simply:

eclipse -nl it

Yes, I've tried, but it doesn't work: eclipse starts with the english interface.

Maybe is there something other that I have to set?
Or other way to try to install the plugin?

I think the Babel website simplifies this a bit too much Smile
It probably used to work that way years ago, but since we've migrated to p2 the language packs need to be installed by and with p2 - but that is really simple.

Open the install wizard with 'Help' > 'Install new software...', add the Babel p2 repository [1] and select/install your language pack of choice. Restart Eclipse and you should get a translated Eclipse. Let me know if this works for you.

(And maybe someone with sufficent rights can update the website...)

Unzipping Babel language packs to Eclipse installation way still works!

I just tried unzipping Babel Eclipse SDK Language Packs for Luna [1] into Eclipse SDK 4.4.1 RC4 [2] on Ubuntu 14.04.1. I launched Eclipse with: eclipse -nl it

I was able to see the Italian translations. See the attached screen capture.

You mentioned that you launched Eclipse in English first and then installed the Babel language packs. Adding the command line option -clean may help clear things up. For example: eclipse -nl it -clean
