Have a look at the help pages on policy controls on the Eclipse update site. It allows you to control your own local update site version of Eclipse.org, and you should be able to use this to control what is available.

Failing that, you could always just copy the plugins folder across your machines as part of a standard network install, assuming that you have the technology to do that already.
