There has never been such a plug-in in Eclipse. Looks like a mistake in
the article. Omitting that entry shouldn't cause any problems to your
plug-in.

That article desparately needs to be updated. It seems that we get a lot
of questions here concerning it.

The plug-in you are looking for is actually:
org.eclipse.core.runtime_2.1.0

Note the word "core" was added.
