The ^Z for EOF on windows in 3.1 M3 doesn't appear to be
working on XP.

Actually we intended this to be working and functional in 3.1 M3.

If you are experiencing problems please log a bug report with a reproducible
test case against Platform debug

Actually, I got it (and the ant properties problem I was having) working by
doing a -clean start of eclipse. I guess we should always do this for a
new milestone. Thanks for your help.
