I am missing a newsgroup, where the community can discuss about issues
affecting the "eclipse project organization and resources". (e.g.: this
topic would be posted to such a newsgroup).

This newsgroup would be monitored by the eclipse webmaster and by people

Every interested community member could discuss about the eclipse
project resources in this group.

Seeing the growth of eclipse and the confusion of newcomers, it would be
nice (and friendly) to have a newsgroup especially for newcomers. They
can post there (in a 'fuzzy' manner), getting the first guidance from
people that are willing to help newcomers.

Whenever a community member is willing to help newcomers, he can
subscribe to this group and watch the traffic. If at some point he has
to (e.g.) focus on his work, loosig his ability to help newcomers, he
simply unsubscribes from this group.

This newsgroup would be a worthfull resource to analyze the
"first-contact-reaction" of new eclipse-users.

To keep the hierarchy of the eclipse newsgroups (which is generally
eclipse.<project-name>.<subproject-name>), the newsgroups "project" and
"newcomer" should be placed under the <project-name> "alt" (alternate),
which cames up on top of the subscription-window of the news-client.

=> eclipse.alt.project
=> eclipse.alt.newcomer

further groups, which are not directly related to a subproject (e.g.
advocacy, talk, jobs etc.) could be added under "eclipse.alt.".

The proposal for e.g. new newsgroups would be discussed in
"eclipse.alt.project" and (if neccessary / possibly) moved in a final
stage to bugzilla for voting.

This way the eclipse community gets a transparent method for the
creationg of new project resources like newsgroups.

=> eclipse.alt.jobs
=> eclipse.alt.talk
=> eclipse.alt.advocacy
=> eclipse.alt.*
