i want to alter the visibility of dimension levels based on report
parameters. For example, one report parameter is a date range (start and
end date). If the date range only includes a day or two I would like to
display the hour level of the time dimension hierachy - otherwise not.

you should be able to navigate to the corresponding levelhandle and hide it.

If so, what is the method to hide the level? Which event handler should
I use?

Still the data for those levels will be fetched and the performance will
be poor. Is it possble to modify the Cube itself? Which event handler
would that be?
