I have made a couple of forays into creating converters to build BIRT reports
from other formats. Most notably Jasper and a different propietary format.
What I have found is that the differences in the model between the various
products make this a bit of a losing battle.

In other words, it is a lot of work, and the output from the converter tends
to be a fairly poorly implemented report.

For example, does JReport use styles? Yes, but JReports styles are significantly
different from BIRT styles (I think, I don't have a lot of JReport experience,
I just had a quick look at the JReports Styles page).

All that said, if you are interested in working on a JReports converter,
I would be happy to discuss it further with you.
