If you mean for building java or plugins, then yes, headless Eclipse is
possible. See http://www.google.com/search?q=headless+pde+build, or use
the Eclipse Help system within Eclipse for starting docs.

There's also http://help.eclipse.org, if you like your doc online. :)

Are you talking about CDT makefiles? If so, this is not possible.
However, CDT does create makefiles (from within the UI) that can then be
used externally.
