I wonder: is this the way to operate well? what coul be my problem?

Try posting this question on eclipse.tools.cobol.

eclipse.tools.cobol is essentially dead. There is only the odd post
there once every few months. Back in May there was a post titled "Just
how dead is this project? Let's vote". It didn't receive any replies.

The plugin you mentioned is old and apparently doesn't run in any
version of Eclipse since 3.0. You might want to read this thread:
