clicking debug causes Release build [message #210383]

This has happened a couple times. I am developing a C program. Normally
when I click on debug it does a build of the Debug configuration.
However, I have gotten eclipse into a state where when I click on debug it
does a build of the Release configuration. Setting the active
configuration to Debug does not change this behavior. How do I get it
back to building Debug?
