I am generating reports and then exporting them as pdf using button "print
as pdf".
On the report I can see polish characters properly. But in pdf instead of
these polish characters I see "??" marks.

I'm using Birt 2.1.1 with itext 1.3 on Windows.

try this:

edit /plugins/org.eclipse.birt.report.engine.fonts_XXX/fontsConfi g.xml
change <font-encodings> settings to "Cp1250" (default was "Cp1252")

(I have found that hint some time ago, have not tried yet)
