I'm using I20040226, and I cannot get any of my workspace plug-ins to
load when I run as a runtime workbench. I get messages on the console
that say:

Ignoring bundle at: reference file:/workspace/my.plugin

Did something change with this integration build that I need to set up
to get this to work, or is it simply broken?

I assume this is related to
https://bugs.eclipse.org/bugs/show_bug.cgi?id=53354
which I just opened. By "fully qualified" do you mean just a complete path
(didn't seem to help "run time workbench" case), or in the form of a file:
url? (run dialog doesn't seem to allow that).
