the report is working in eclipse environment.

It appears that, in this build, the parameter must be an HTML encoded
absolute path to the location of the report on the system that contains the
viewer. For example:

http://localhost:8080/viewer/engineservlet?__uri=C%3A%5CProg ram%20Files%5CApache%20Software%20Foundation%5CTomcat%205.5% 5Cwebapps%5Cviewer%5Creports%5Ctest.rptdesign

We'll post some notes on deployment shortly.
