project but I am hoping their is a mechanism to define a library globally

There were a couple of threads from last week that talked about this.
Please try looking through old messages before posting "new" questions.

Last week threads: "Adding jars from an other projects" and "Include
JAR-folder into Java project?"

I have found that the following plugin provided me with exactly what you are
talking about:

I have, and continue to use this plugin with 3.0M6.
