I understand there's been some discussion regarding this but I was
wondering if someone can provide some sample code or a more detailed
explanation as to how to get the layer and paint the image on it. I'm
looking to have an image in the background that would resize with as the
viewport is resized.

Override viewport's paintFigure() method and invoke graphics.drawImage().
