I've been running Eclipse 2.1 successfully. I want to upgrade to 3.0. I've
tried to do this several ways:

1. If I extract the 3.0 zip file into a new directory it runs fine but all
my preferences are lost.
2. If I extract the 3.0 zip file over top of 2.1, Eclipse won't startup and
gives me this error:
java.lang.IllegalStateException: Unable to acquire application service

Any tips on upgrading from 2.1 to 3.0? I'm interested in keeping my
preferences.

The case #2 is not supported, it is normal.
You should be able to export your preferences in 2.1 and import them in 3.0

try to startup eclipse.exe -data ur/preferences/dir

this could help u alot.Because eclipse preferences are stored in .metadata
dir.
