Did you change the version number of XXXPlugin to something other than
1.0.0?

You might get a better answer if you post this question on
eclipse.technology.equinox.

I think it means we don't know what your original question was. It was
something about a 'bundle exists but is not resolved' error wasn't it?
You might post the manifest that's giving you trouble, it is hard to
know which gotcha got you from here. It could be the unresolved bundle
is looking for dependencies that aren't there or you're looking for a
package that's not visible or some typo somewhere.
