Is it possible to display the X-axis labels at the ticks rather than
inbetween the ticks? Or do I need to log a bugzilla?

Yes, it's possible:
Hide the major ticks
Set Minor grid visible
Set "Minor grid count per unit"=2
Set Minor ticks visible
Set Minor grid invisible if you only need the ticks

I guess you can file an enhancement to better control the major ticks
position, but it will probably require an API change in the model to add a
new position setting (so not possible in 2.1).

This only works if one is not already showing the Minor ticks.

In my current situation, this solution will suffice for now. For other
reports coming down the pipe, this will not be a viable solution. I've
created defect #146114 to address this.
