I have eclipse 3.1.2 for linux.

On the website it says that 3.2 is available, but when I use the update
manager I just get the messages that no new updates is available.

Is it really necessary to remove the old version and completly reinstall the
new 3.2 version?

Uh, the good news is you don't have to remove old versions. :-) But you
will want to reinstall the new version in a different location.

Maintaining multiple versions of Eclipse is not a problem. Updating
Eclipse itself is.
