I am developing a plugin that requires the GEF plugin. I was wondering if
there is any way in 3.0 that I would be able to automatically tell the
update manager to download this required plugin when a user tries to
install my plugin from the update manager?

I tried to find something like this in 2.1, but was unsucessful.

Any help would be appreciated
Shawn

No, there isn't anything; you may have to distribute that plugin as well.
Open a feature request on Platform > Update for this.

I am just wondering, there should be an archive tag in the site xml and you
should be able to set the archive to the feature id version you want to
download but do not have in your site and then put the URL of the remote
site
